Small finds - medieval tallow lamp / burner?

A friend - Ian Hinton, sent me this image, of a find that he made in Thetford Forest whilst metal detectoring. Norfolk Archaeology thought that it might be a 13th century medieval tallow lamp or tallow burner, but hadn't seen one so small before. Any ideas?
